WebFullscreen Exclusive means the game renders directly to the screen. Without it all frames are sent to the DWM first, which eventually sends the frames to the screen, provided it doesn't skip them. Not bypassing the DWM causes higher input lag and some stuttering, even if the game has perfect frame timings and low latency.
