That's one CR1 monster or 4 CR1/8s. Two CR1/2s gets a pair multiplier of 1.5 to make 300, a hard encounter. Four CR1/4s is 400, a deadly encounter. Monsters should have more hit points, more actions, and do more damage. Across the board. Legendary and Mythic monsters help, but only a little.
